As of 1 July 2009 the old classical paper forms for exports of goods have become obsolete and will be replaced by a new electronic procedure. This provision is generally binding.
The international IT-project ECS/AES (Export Control System/Automated Export System) which has been available from the German CustomsAuthorities under the name “ATLAS-Ausfuhr”(ATLAS-Export) for optional use, will now become compulsory in the whole EU zone. (ZK-DVO: VO (EWG) No 2454/93). Customs processing and clearance will automated, simpler and speedier.
What is new?
- No more Single Administrative Document
- Document Number 3 to be replaced by the Export Accompanying Document (ABD) including customs identification number (MRN) which is essential for customs clearance.
- Evidence of export is issued electronically by the export customs authority after receiving confirmation of the departure of the goods from customs at the EU external borders.
Two procedures to choose from
For goods with a value of €1,000.- and above, DPD offers the following options for export declaration:
- Two-tier standard procedure (customs office/location of exporter).*
- Simplified ZA procedure (authorized exporter) with authorization from the main customs office. This authorization will have to be applied for again

Occasional exports, or exports at short notice, can be made immediately through the internet without long delays.
