Customs formalities

In case of shipping goods from Estonia to Norway or Switzerland, customs formalities for goods have to be carried out. According to the legislation, customs formalities have to be carried out irrespective of whether the sender is a company or a private person and whether the recipient is a company or a private person.

  • If the value and/or weight of the goods exceeds 1,000 euros/1,000 kg, the Sender of the goods will declare the goods in the Estonian customs agency. The Sender of the goods will append the declaration to the invoice in one copy, placing it in a film pouch.
  • Goods must be supplied with an invoice (in 5 copies). The invoice must be placed in a document pouch glued to the transport packaging.
  • If the necessary and appropriate customs documents have been appended to the goods, customs formalities are, as a rule, carried out within 1 working day after the goods have arrived in the country of destination. The goods are then ready for delivery.
  • If customs documents have to be supplemented or data has to be specified, DPD will inform the Sender thereof and announce the time during which additional information has to be submitted. The goods are kept in the country of destination for up to 7 working days. If the required additional information has not been received, the consignment may be returned to the Sender.
  • All major customs agents can provide more detailed additional information regarding the requirements for carrying out customs formalities for export. For example, A-Tolliagentuur. The agent in the country of destination can provide the most accurate information to the Sender regarding the terms and conditions and legislation concerning customs formalities for import.
  • We are also drawing your attention to the fact that a fee for submitting documents to the customs in the amount 19.89 euros will be added to the price in case of sending a parcel to Norway and Switzerland. 25 euros will be added to the shipping cost in case of missing customs documents or if it is necessary to supplement information associated with the goods.

 

DPD is not liable for paying customs duty, value added tax or other taxes arising from the law. If the representative of DPD has carried out customs formalities associated with the goods for the Recipient in Norway or Switzerland and paid taxes arising from the law while representing the Recipient, the liability for paying these still lies with the Recipient. If the Recipient fails to fulfil his/her duties towards DPD or the representative of DPD, DPD will have the right to demand payment of the amount not paid by the Recipient from the Client.

Kohustuslik kauba saatmisel Norra või Šveitsi. Kaubaarve peab olema kaasas 5-s eksemplaris, millest 1 eksemplar jõuab ka lõppsaajani. Kaubaarve peab olema märgitud toote õige väärtus, seda ka kingituste ning dokumentide puhul. Kauba väärtus ei tohi olla kunagi 0. Kui dokumentidel puudub väärtus, tuleb selleks märkida kasvõi paberi hind.

 

Kohustuslikud väljad arvel on:

  • Kaubasaatja nimi ja aadress, reg number
  • EOR number - on kohustuslik kõikidele väliskaubandusega tegelevatele firmadele kaupade eksportimisel, importimisel, transiitvedudel ja muudel tollitoimingutel. See on kohustuslik ka ainult ühekordsel kauba saatmisel väljaspool Euroopa Liitu. Eestis väljastab EORI koodi Eesti Maksu-ja Tolliamet. Numbrit võib taotleda ettevõtte seaduslik esindaja.
  • Kaubasaaja nimi ja aadress
  • Arve number ja kuupäev
  • Müüja viide
  • Ostja viide
  • Ostja nimi (kui on erinev kaubasaaja omast)
  • Kättetoimetamise aadress
  • Tarnetingimus - Näitab ära, kui palju on esitatud arve summa sees veokulusid. Tarnetingimus koos asustatud koha nimetusega näitab, kuhumaani see kehtib.

Kui kaup on kindlustatud, peab see olema ka arvel välja toodud.

The use of an EORI number enabling to identify economic operators within the entire EU customs territory became mandatory for all economic operators engaged in import or export of goods, transit transportations or when performing other customs related activities.

 

Ettevõtjate registreerimise ja identifitseerimise (Economic Operators Registration and Identification, EORI) süsteem loodi turvameetmete rakendamiseks. Turvameetmed on tõhusamad, kui asjaomaseid isikuid saab identifitseerida ühtse numbri järgi, mis on iga üksikisiku puhul kordumatu ja kehtib kogu ühenduses.

 

In Estonia EORI number is issued by Tax and Customs Board.

If the customs formalities in Norway/Switzerland are carried out by DPD or its representatives, the customs duty invoice is submitted to the Recipient, as a rule, within 1 week after carrying out customs formalities. The goods are delivered to the Recipient immediately after carrying out customs formalities. As a rule, the Recipient has 30 calendar days to pay the customs duties. If the fee has not been paid on time, a first reminder is sent and the Recipient is, as a rule, given an additional deadline of 15 calendar days. If the fee has still not been paid, a second reminder is sent and if the fee is not paid, the respective invoice is sent to DPD Estonia. DPD Estonia will deliver the invoice to the Sender.

As such, we recommend making sure that you have a clear agreement with the Recipient with regard to paying the expenses associated with organising customs formalities and, if possible, making sure that the Recipient is capable of paying and complying with the information received.
