Energy and CPI surcharge

 

The Energy & CPI (Consumer Price Index) surcharge reflects the change in the price of both energy carriers and consumer prices, as well as their estimated impact on basic transport prices.

DPD publishes the monthly surcharge on its website by the third working day of the month.

The surcharge applies to ordinary and additional services purchased by customers of DPD Eesti AS. It is added to the net amount of the service invoice (without VAT).

The rate of change of any factor cannot be negative. In the event of such a change, an effect of 0 is applied to the respective value.

Note: The lowest possible rate for the surcharge from 1 January 2026 will be 7.75%.

DPD reserves the right to amend the basis for calculating the surcharge without providing further advance notice of doing so.

 

Calculation method | Changes are taken into account as follows:

  • Calculation of CPI component of surcharge:

The percentage change in the CPI compared to the base rate* multiplied by a coefficient of 0.6, where the coefficient reflects the estimated impact of the change in the CPI on the price of the product and service. The result is added to the base surcharge rate of 0.00%.

The CPI component of the surcharge is calculated on the basis of the most recently published CPI at the time of calculation.

  • Calculation of energy component of surcharge: 

The change in the average price of the two main types of energy (diesel and electricity) in the month preceding the month of provision of the service compared to the base price.

Base prices:

  • Diesel: €1132.70/1000 litres, excl. VAT (average of European Commission statistics for weeks 19-44 of 2025)
  • Electricity: €65.60/MWh (average of Nord Pool monthly statistics May-October 2025)

The calculation of the share of a specific energy carrier is based on the ratio of the mileage covered by said energy carrier in DPD Estonia transport to the total mileage.

The rate of change of the aggregate is multiplied by a coefficient of 0.4, where the coefficient reflects the estimated impact of the change in the price of energy carriers on the price of the product and service. 

Monthly sources of energy carrier prices:

  • Diesel: European Commission statistics

  • Electricity: Nord Pool

DPD Eesti AS: Distances travelled by electric and diesel vehicles, the respective weightings of which are periodically updated. These calculations are extended to both domestic and international transport prices.

The combined result is added to the base surcharge rate of 0.00%.

Fuel surcharge

Fuel surcharge

  • Fuel surcharge is calculated as follows: diesel fuel cost rate (average diesel fuel retail price of previous month compared the diesel base price) is multiplied by the coefficient 0.40* and the result is added to the fuel surcharge base of 0.00%. Coefficient reflects the effect of fuel retail price changes on the price of products and services.

  • DPD announces the fuel surcharge on its website no later than on the third working day of the current month. Fuel surcharge is added to the net amount of the service invoice (amount without VAT).

  • Base price of diesel fuel: EUR 1.039 / litre (Circkle K Eesti), corresponding to a fuel surcharge base of 0.00%. 

  • The fuel surcharge is fixed at 23%.

  • DPD reserves the right to change the basis for calculating the fuel surcharge without further notice.

Labor surcharge

Labor surcharge

Methodology of calculating the labour force charge:

  • The basis for the labour force charge is the average gross salary in the transport and warehousing sector as calculated by Statistics Estonia.

  • The average gross salary in the transport and warehousing sector as of 1 January 2016 was €1,061 (base amount).

  • The average gross salary in the transport and warehousing sector in the II quarter of 2022 was €1,643.

  • The average gross salary in the transport and warehousing sector in the IV quarter of 2022 was €1,723.

  • Calculation of labour force charge: percentage changes in the average gross salary in the transport and warehousing sector compared to the base amount multiplied by a coefficient of 0.4*

*The coefficient reflects the calculated share of labour costs in the cost structure of DPD Eesti AS.

  • The labour force charge starting from 1.10.2022 is fixed at 21,95%.

  • The labour force charge starting from 1.04.2023 is fixed at 24,96%.

  • The labour force charge applies to all services and extra services purchased by the clients of DPD Eesti AS. The amount is added to the net amount of the service invoice (amount without value added tax).

  • DPD reserves the right to change the basis for calculating the labour force charge without providing further advance notice thereof.

Delivery to remote areas and islands

The longest side of the package exceeds 1.75 m.; oversized packages; the goods protrude from the transport packaging; the parcel has a predominance, in the case of etc. the pricing takes place according to the procedure for sending oversized ones (please see "Consignments requiring special handling" document).

DPD has the right to return the parcel or the time of the delivery may be extended.

Estonia, Latvia and Lithuania: 6,90 € / parcel may be added to the transport price in the country of destination (incl. in arrears).

 

Rest of Europe: 30 € / parcel may be added to the transport price in the country of destination (incl. in arrears).

Oversized or overweight parcel locker parcels

DPD has the right to return the parcel or the time of the delivery may be extended

Failed delivery

The Recipient was unavailable, did not answer the call, did not open the door, did not pick up the parcel from parcel locker, refused the shipment, return to Sender, wrong address, domestic redirection to a new address, etc.

Return / Each following delivery attempt costs 75% of the initial transport price

Order via e-mail/telephone

Placing an order via e-mail/telephone instead of the self-service environment. An extra charge is incurred because DPD must manually enter the data in the system. The time of delivery of the shipment may be extended.
